The Joint Enterprise Contracted Logistics and Services Support II (JE-CLaSS II) contract is a Multiple-Award Indefinite Quantity/Indefinite Delivery (MA-IDIQ) contract set to succeed the original JE-CLaSS awarded in 2016. Managed by the Army Contracting Command Aberdeen Proving Ground on behalf of the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND), this contract is intended to provide comprehensive Performance-Based Logistics (PBL) and sustainment services for the CBRND mission systems and equipment, including non-commercial, commercial off-the-shelf (COTS), and modified COTS items. The contract will cover a wide range of logistics needs such as operational readiness, sustainment by commodity or military unit task orders, acquisition logistics, training, and depot maintenance. JE-CLaSS II will have two primary award domains: Domain 1, a full and open competition for PBL, Contractor Logistics Support, training execution, and sustainment services; and Domain 2, a Small Business Set-Aside focused on acquisition logistics services, supportability, sustainability, and training strategy development. The total ceiling value for task orders under the contract is approximately $906.57 million, with an ordering period consisting of a four-year base and a four-year option, plus up to three years for task order completion after the option period. The contract expects to issue multiple task orders predominantly under Cost Reimbursement type contracts, although other contract types like Firm Fixed Price may also be used. All task orders will be customized with Performance Work Statements to fit the specific requirements. Offerors must be registered in the System for Award Management (SAM) and proposals will be submitted through SAM, as no hard copies or faxed requests will be accepted. The solicitation was anticipated to be released in the first quarter of the Government fiscal year 2022, with awards made to all qualifying offerors. Task orders will then be competed among those awardees within the applicable domain. NAICS codes for Domain 1 and Domain 2 are 811219 and 541330 respectively, with size standards of $22 million and $16.5 million. This synopsis serves as an information and planning tool only and does not constitute a formal solicitation or obligation by the government.
