The Naval Surface Warfare Center in Panama City, Florida, plans to award a firm-fixed price contract on a sole source basis to MTS Systems Corporation for the acquisition of nine Level Indicator Units intended for use in the Seal Delivery Vehicle (SDV). These units must comply with stringent Naval Sea Systems Command (NAVSEA) drawings, which are distribution-restricted to Department of Defense personnel and contractors and subject to export control regulations. Due to prior testing and certification, MTS Systems Corporation is the only qualified provider capable of meeting the functional and environmental requirements without requiring additional costly and time-intensive engineering and certification efforts. Delivery of the units is expected within 180 days following the contract award, with all shipments directed to the Naval Surface Warfare Center Panama City Division. The procurement will not be open for competition, as MTS is the sole source supplier. Potential vendors interested in qualifying products for future procurements may submit qualification requests, which must include detailed company and product information, to the designated contract specialist before the specified deadline. The contract solicitation is under NAICS code 334513, with a small business size standard of 500 employees. The Government retains full discretion regarding the non-competitive nature of this acquisition. Requests for controlled drawing packages require submission of contractor and government entity codes and must be approved to receive the proprietary data.
