Amendment 0003 Lenel OnGuard Door Access Control System Upgrade
Solicitation # W911RX26QA050
Solicitation W911RX26QA050 is a brand-name-only, total small business set-aside for a firm-fixed-price contract to upgrade the Lenel OnGuard door access control system at Irwin Army Community Hospital in Fort Riley, Kansas. The project involves the installation of 380 door lock systems, the construction of a new server system with migrated data, system commissioning, and the disposal of legacy equipment. The solution must be an on-premise deployment compliant with HSPD-12, FIPS 197 128-bit AES encryption, and FIPS 201 standards, and must natively support Common Access Cards (CAC). The estimated contract value is 1.7 million dollars, with a modified period of performance from October 28, 2026, to October 27, 2027. The government is utilizing the Lowest Priced Technically Acceptable (LPTA) source selection process, evaluating offers based on price, technical capability, and past performance, requiring at least three similar completed projects. While the solicitation remains valid, Amendment 0003 notifies potential offerors that the Department of War is currently re-evaluating its procurement approach due to internal restructuring. Consequently, the response deadline has been revised to October 23, 2026. Depending on the outcome of this review, the government will either issue a further amendment with updated attachments and responses to industry questions or cancel the solicitation to potentially issue a new one.
