A sole source contract is planned to be awarded to CH2M Hill for further developmental and operational testing of the Transportable Detonation Chamber (TDC), a specialized technology designed to safely and efficiently destroy large quantities of Recovered Chemical Warfare Material (RCWM) on site. The TDC has been previously tested by the Government and is expected to offer an alternative solution that is cost-effective, timely, and generates minimal hazardous waste. This follow-on contract will involve mobilizing the TDC to Schofield Barracks in Hawaii, conducting the destruction of RCWM, and then completing decontamination and demobilization. The anticipated contract duration is 12 months, which includes a 3-month operational testing period. The contract is justified under FAR 6.302-1 for sole source procurement due to CH2M Hill’s proven expertise, institutional knowledge, and prior successful work on the TDC system. Their continued involvement ensures continuity and the logical progression of testing efforts. The Government will engage in negotiated procurement using Alpha contracting techniques without issuing a formal request for proposal, although interested parties may submit capability statements within 30 days for consideration. Any decision not to compete the award will remain at the Government’s discretion, with responses used solely to determine the necessity of competitive procedures. The contracting agency is the USA Joint Munitions Command, Department of Defense, located in Rock Island, Illinois.
