System Engineering and Technical Assistance

The Central Technical Support Facility is requesting a hybrid Cost-Plus-Fixed Fee Term, Cost No Fee, and Firm-Fixed-Price modification to Task Order W15P&T-10-D-D419-0002 with NCI Information Systems, Inc. for System Engineering and Technical Assistance. This modification increases estimated costs by 4,000,000 dollars, which includes 3,884,000 dollars for approximately 84,320 labor hours, 55,769 dollars for travel, and 60,231 dollars for materials. Funding is sourced from Fiscal Year 2019 Operations and maintenance, Aircraft Procurement Army, and Research Development Testing and Evaluation accounts. The purpose of this modification is to extend the period of performance from May 25, 2019, through January 16, 2020, to ensure uninterrupted engineering and interoperability support for the US Army CECOM Rapid Response Third Generation program. This extension includes an 82 day base period to account for a 52 day GAO decision window and a 30 day transition-in period, followed by a five month option period. The action is being processed as an exception to fair opportunity under FAR 16.505(b)(2)(i)(A) due to a post-award protest regarding the re-compete of the task order.
