The Marine Corps Tactical Systems Support Activity (MCTSSA) plans to award a sole source modification to the existing System of Systems Technical Support (SoSTS) services contract with eScience and Technology Solutions, Inc. This modification is intended to extend the current contract (M68909-13-D-7646) for six months, from September 30, 2017, to March 29, 2018, to continue providing specialized engineering and test & evaluation support for the Marine Air Ground Task Force (MAGTF) system of systems. The extension is necessary to avoid service interruption during the Marine Air Ground Task Force C4I Capability Certification Testing (MC3T), given unanticipated acquisition delays. The justification for sole source award under FAR 6.302-1(a)(2)(iii) is that only eScience and Technology Solutions, Inc. can provide the required services without causing unacceptable mission delays. This contract falls under the NAICS code 541512 and is managed by the Department of Defense's Supply Officer located at Camp Pendleton, California. The action utilizes the option to extend services clause (FAR 52.217-8) and is categorized as an 8(a) competed contract. Key points of contact for this procurement are Contract Specialist Jon D. Aaron and Contracting Officer Sandra L. Ingram. The contract modification serves as a temporary measure to ensure uninterrupted technical support critical to ongoing MAGTF certification activities at Camp Pendleton.

In accordance with FAR 6.302-1, the Marine Corps Tactical Systems Support Activity (MCTSSA) anticipates awarding a modification to existing System of Systems Technical Support (SoSTS) services contract M68909-13-D-7646 on a sole source basis to eScience and Technology Solutions, Inc.; to provide engineering and test & evaluation of Marine Air Ground Task Force (MAGTF) system of systems (SoS) in support of MAGTF C4I Capability Certification Testing (MC3T), for a six (6) month period (30 Sep 2017 - 29 Mar 2018) pursuant to FAR 52.217-8 Option to Extend Services. Due to unanticipated acquisition process delays, it has become necessary to modify existing contract M68909-13-D-7646 to allow for uninterrupted SoSTS support through 29 Mar 2018. Pursuant to the exception under FAR 6.302-1(a)(2)(iii), only eScience and Technology Solutions, Inc. is capable of providing the services at this time; award to any other source will result in unacceptable delays and cause a disruption to MC3T activities. The modification to current contract M68909-13-D-7646 will serve as a temporary solution to fulfill immediate mission requirements.

Treasury Management SystemLea County is seeking a modern Treasury Management System to replace its aging Triadic software, which currently handles critical functions such as tax billing, collections, cash receipting, penalty and interest application, and report generation for bank submissions. The existing system, deployed across legacy platforms like AS400 and JWalk Java GUI, is facing declining functionality and sustainability issues due to a shrinking vendor support base and lack of modernization, creating operational risks and inefficiencies. The Treasurer’s Office relies on this system to manage tax rolls, process payments across multiple terminals, and interface with other county systems to ensure accurate reconciliation and reporting, but current limitations have led to dependency on manual workarounds and shadow systems that compromise accuracy and efficiency. The County is looking for a secure, integrated solution that provides robust tax billing and cashiering capabilities, supports seamless integration with GIS and payment gateway systems, enables online taxpayer payments, and enhances reporting accuracy and delivery. The ideal system must eliminate existing manual processes, ensure long-term viability, and improve public service delivery through modern technology. The solicitation, titled Treasury Management System with number 01 (26-27), was posted on July 26, 2026, with responses due by August 28, 2026, and is open to SLED agencies. All inquiries and submissions should be directed to Zayra Jacobs, the primary point of contact at the Lea County Treasurer’s Office in Lovington, New Mexico.
