System Wide AMI and Water Meter Installation – Phase 1

The City of Turlock is soliciting bids for Phase 1 of its System Wide AMI and Water Meter Installation project with an engineer’s estimate of $3,723,000, under solicitation number CP 25-057. The scope involves replacing approximately 4,293 existing water meters with City-furnished Badger Meters and endpoints, including 842 3/4-inch, 3,351 1.0-inch, and 100 1.5-inch meters, along with the integration of the Badger AMI Software system (Beacon SaaS) with the City’s New World billing platform by Tyler Technologies. The project also requires site assessments to verify and replace damaged or undersized meter boxes with B16 or B30 Christy boxes, installation of private brass ball valves, and minor concrete work governed by Caltrans Standard Specifications. All installations must include the mandatory marking of a “W,” three inches high, stamped or chiseled on the curb face over service lines. Bids must be submitted via the OpenGov Procurement Portal by 4:00 PM on June 22, 2026, and must include a bid bond or certified check equal to at least ten percent of the total bid amount, along with required affidavits, a non-collusion affidavit, and documentation of DBE participation. The contract will be awarded to the lowest responsible bidder meeting all specifications. The contractor must commence work within ten working days of the Notice to Proceed, with substantial completion required within 85 working days and final completion no later than 100 working days from the start of work. Payment will be administered on a monthly basis, with the contractor submitting detailed progress invoices outlining work performed to date, which will be reviewed and adjusted by the City Engineer before issuance of official invoices paid via City warrants. The contractor is required to provide a performance bond and a payment bond equal to 100 percent of the contract value, compliant with California Civil Code and Unemployment Insurance Code requirements. Prevailing wage rates for Stanislaus County apply, and the contractor must comply with California Labor Code provisions on workers’ compensation insurance and non-discrimination. The City will conduct all acceptance testing, requiring the contractor to supply labor and equipment for sampling and provide 24 hours’ notice before testing. Factory and mill test reports must be submitted in triplicate upon request, and materials shipped prior to City inspection may not be
