AI Contract Overview
This contract modifies an existing Department of Homeland Security Science and Technology Directorate task order to extend Systems Engineering and Technical Assistance support through a sole-source, non-competitive acquisition under FAR 6.103-1. The extension, effective from June 19, 2026, to November 30, 2026, ensures uninterrupted services for the Office of Science and Engineering’s Systems Engineering and Standards Division while a full and open recompete is finalized. The work supports a broad range of DHS programs including cybersecurity, artificial intelligence, biometrics, counter-UAS, and maritime systems, with deliverables centered on technical assessments, systems engineering reviews such as CDRs and PDRs, Human Systems Integration, standards development, and enterprise architecture alignment. The contractor, ManTech SRS Technologies, Inc., is retained due to its irreplaceable institutional knowledge, deep familiarity with DHS processes, and critical role in sustaining mission-critical capabilities across components like CBP, USCG, and ICE. The contract operates under a hybrid pricing structure of Firm Fixed Price and Time and Material, funded by FY25 A5 Operations and Support funds, with performance occurring primarily in Washington, DC. No competitive solicitation is planned due to unique urgency stemming from government shutdown delays and unacceptable risk of service disruption, with inspection and acceptance governed by DHS-specific technical standards including Instruction 102-01-001 and the Systems Engineering Guidebook. No pricing details, packaging specifications, or formal evaluation factors are disclosed, and no standard FAR clauses or offeror certifications are listed, reflecting a narrowly tailored administrative action to prevent operational gaps.
