The Systems Warfighting Architecture Navigator (SWAN) Operations, Sustainment, and Decision Support Services contract opportunity is being pursued through a Request for Information (RFI) issued by the Department of Defense under solicitation number FA8802-26-Q-0003. This RFI, posted on June 4, 2026, with a response deadline of June 17, 2026, at 1300 PST, is strictly for industry feedback and planning purposes and does not constitute a solicitation for proposals or a commitment to award a contract. The government seeks tailored capability statements from vendors—including large, small, and socioeconomically disadvantaged businesses—to assess technical expertise, past performance on similar efforts, and approaches to meeting the requirements outlined in the attached Draft Performance Work Statement (PWS). Vendors are encouraged to detail plans for joint ventures, partnerships, or consortiums to meet the scope. Responses must be submitted using the provided RFI Questions document and Comment Resolution Matrix (CRM), and all submissions become government property with no reimbursement for costs incurred. The government will not provide feedback on responses and participation in this RFI does not guarantee future solicitation eligibility. The envisioned contract, if issued, would have a five-year potential duration beginning in Fiscal Year 2027, consisting of a one-year base period with four one-year option periods, all under a Firm-Fixed-Price (FFP) structure where contractor costs are not reimbursable and pricing is not subject to adjustment. Work is to be performed primarily at Los Angeles Air Force Base and the National Capital Region, including the Pentagon and Joint Base Anacostia-Bolling, with a required 90-day transition-in period. Performance requirements center on sustaining the SWAN system, conducting mission thread analysis, supporting the Programming Objective Memorandum (POM) cycle, agile software development, and delivering critical decision support to the U.S. Space Force and U.S. Air Force. Key deliverables include system sustainment, data integration, rapid RFI response within 24 hours, and tradespace scenario analysis, all subject to stringent performance metrics requiring 95% on-time, accurate deliverables and 100% SLA compliance. Personnel must hold Top Secret//SCI clearances with eligibility for SAP read-ins, and contractors must comply with DoD security standards including NISPOM, DD-254, OPSEC, and CUI handling requirements under DODI 5
