The T-38 Aircraft Maintenance Program (AMP), under solicitation FA4890-15-R-0007, provides organizational and intermediate maintenance services for T-38 aircraft across five Air Force bases: Beale, Holloman, Langley, Tyndall, and Whiteman. Supporting the Air Combat Command, Air Force Global Strike Command, and Air Force Material Command, the contract ensures companion training capabilities for B-2 and U-2 pilots and provides Adversary Air assets for the F-22 community. The scope includes transient maintenance at Holloman and Whiteman, limited host-tenant services, and the management of government-furnished facilities. The contract structure consists of a 12-month base period followed by eight one-year option periods, with a final expiration date of September 30, 2025. The program is governed by rigorous technical and administrative requirements, including adherence to Technical Order 1T-38A-2-1 and DCMA flight and ground operations standards. The contractor is responsible for a wide array of deliverables, including management, personnel, and financial reports, as well as specialized plans for contingency strikes, environmental safety, and property control. Personnel must meet strict minimum workforce qualifications and maintain required security clearances, with some roles requiring Secret level access. Performance is monitored through a Performance Incentive and Award Fee Plan with an annual pool of 800,000 dollars, tied to critical metrics such as fleet aircraft availability, reliability, and quality of operations and maintenance services.

Air Combat Command (ACC) Counter Small Unmanned Aircraft System (C-sUAS) as a Service
Solicitation # FA4890-261013
The Air Combat Command (ACC) is conducting market research via solicitation FA4890-261013 to identify industry capabilities for a Contractor-Owned, Contractor-Operated (COCO) Counter Small Unmanned Aircraft System (C-sUAS) as a Service. This initiative seeks a turn-key solution for the supply, operation, maintenance, modernization, and disposal of C-sUAS components to protect Department of the Air Force installations. The government envisions an initial prototype deployment at two Continental United States (CONUS) Air Force installations, with potential options to scale across additional ACC sites based on performance. Technical requirements for the service include a detection and tracking range between 3 and 5 miles for Group 1–2 sUAS, a neutralization rate of 95% to 98%, and operational uptime of 95% to 98%. The system must be capable of independent operation for up to 96 hours and integrate seamlessly with Base Defense Operations Centers, Wing Operations Centers, and Joint C2 frameworks. Compliance with the DAF Risk Management Framework, Anti-Tamper standards, and Cybersecurity Maturity Model Certification benchmarks is mandatory, alongside adherence to 10 U.S.C. § 130i authorities. Interested respondents must submit a capability statement not exceeding 20 pages by November 1, 2026. Submissions should be delivered in PDF format to Contracting Officer Timothy Overby and Contract Specialist Jennifer Judkins. The response must cover corporate experience from the last five years, technical feasibility, operational posture regarding legal authorities, cybersecurity architecture, and recommended commercial business models for pricing and mobilization.

84 Radar Evaluation Squadron (RADES) Support
Solicitation # FA489010062026
The 84th Radar Evaluation Squadron (84 RADES) Combined Support Services contract, solicitation FA489010062026, seeks a provider to deliver comprehensive management and skilled labor to support radar-centric planning, optimization, and evaluation at Hill Air Force Base, Utah. The scope of work includes software sustainment for mission-critical applications, radar technical advisor and analyst services for complex sensor evaluations, information technology and cybersecurity support, and administrative travel coordination. The primary objective is to ensure the Warfighter has a responsive and sensitive integrated radar picture through technical guidance, test measurement, and system condition analysis. The anticipated award date is February 1, 2027, with a base performance period from May 1, 2027, to April 30, 2028, and four optional twelve-month extensions. Due to the sensitive nature of the mission, all contractor employees must be US citizens with at least a Secret security clearance, while specific roles such as Radar Technical Advisors and Senior Systems Engineers require Top Secret/Sensitive Compartmented Information (TS/SCI) clearances and Special Access Program (SAP) read-ins. Performance will be monitored by the Contracting Officer Representative, with specific quality thresholds established for software sustainment to prevent incomplete or inaccurate deliverables.
