The Naval Air Systems Command awarded a sole-source contract to the McDonnell Douglas Corporation, a subsidiary of The Boeing Company, for the T-45 Requirement Avionics Modernization Program (RAMP). This effort involves the procurement of retrofit kits and associated engineering support to upgrade T-45A analog aircraft to T-45C digital configurations. The program includes nine baseline aircraft kits for FY09, with options for thirteen kits in FY10 and six kits in FY11, totaling 28 retrofit kits. These upgrades integrate T-45C crew stations and advanced avionics, including head down displays, upgraded Pilot's Display Units, a MIL-STD-1553 data bus, standby instruments, and government furnished Multi-Function Color Displays and GPS-based navigation systems. The contract, valued at an estimated 41,528,938 dollars, was justified as a sole-source award due to the unique expertise of the McDonnell Douglas Corporation as the original designer, developer, and manufacturer of the T-45 aircraft. The procurement was managed by the Department of Defense with performance taking place in Saint Louis, Missouri. The decision to limit competition was based on the need to avoid unacceptable delays and constraints regarding technical data that would arise from utilizing another vendor.
