The Department of Defense, specifically the United States Central Command (USCENTCOM) Directorate of Intelligence (CCJ2), intends to award a sole source contract to United Press International (UPI) for the provision of a news wire service subscription. This contract is justified under statutory authority 10 USC 2304(c)(1) and Federal Acquisition Regulation 6.302-1, indicating that UPI is the only responsible source capable of meeting the agency’s requirements. The subscription will provide unlimited licensing, enabling broad dissemination of current political and situational news to intelligence analysts working within USCENTCOM’s Area of Responsibility (AOR). This service is intended to complement existing news wire subscriptions by expanding the collection and reporting of diverse news sources, thus enhancing situational awareness crucial for intelligence and Force Protection efforts. The contract has a period of performance not to exceed one year from the award date and represents a renewal of the current wire service arrangement, which has been successfully utilized by USCENTCOM over the past six years. The continuous access to UPI’s wire service has proven effective in supplementing other news sources. Market research confirmed the need for this additional subscription to ensure the widest possible method of information collection, as relying on a single news wire provider risks missing important intelligence. The contract specialist managing this acquisition is Thomas I. Allman, and the solicitation is issued under NAICS code 519110, with the office based in Tampa, Florida.

It is the intent of this agency to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award to United Press International International, 1510 H Street NW, Washington DC 20005-2208 The United States Central Command (USCENTCOM) Directorate of Intelligence (CCJ2) requests the purchase of United Press International Wire Service to support United States Central Command Intelligence Analysts dissecting and analyzing data on current and political events and key figures in the USCENTCOM Area of Responsibility (AOR). The Directorate requires a news wire service subscription with unlimited licensing to allow for the widest dissemination of information to intelligence analysts to facilitate situational awareness and fill gaps in reporting from other wire services currently being used within the directorate. This acquisition is an ?add on? to existing news wire subscriptions currently maintained by USCENTCOM. This additional subscription will aid in obtaining depth and breadth of all available news casts from the diversified agencies that collect and provide the information. This requirement will have a Period of Performance not to exceed one year form the date it is awarded. This action is to renew the wire service contract, which can only be provided by United Press International. UPI is an additional news service that provides unlimited licensing with a subscription to the service. This unique feature guarantees the widest distribution of current information is available to intelligence analysts, and facilitates situational awareness that will directly contribute to existing Force Protection afforded by other news wire subscriptions in the USCENTCOM AOR. Extensive access to UPI wire service over the past 6 years has proven effective in augmenting other wire services. Market research was conducted through internet product searches and through past history of using other similar products, all of which provide unlimited number of licenses per subscription. However, there is a need to ensure the widest method of information collection is obtained and limiting the gathering and reporting of information via only one contractor who provides news wire subscription, increases the possibility of missing the opportunity to gather all viable news collection and dissemination of information to the directorate.
