T -- TAX FORMS PRINTING AND MAILING

This is a Sources Sought synopsis only. A solicitation is not available at this time, requests for a solicitation will not receive a response. The purpose of this synopsis is to determine industry interest and capability. The North American Industry Classification System (NAICS) code is 323119 (Other Commercial Printing) and the small business size standard is 500 employees. The corresponding Standard Industrial Code (SIC) is 2759. The Defense Finance and Accounting Service (DFAS) is the Agency responsible for the accounting and disbursing for all payments for the Department of Defense, including all Active and Retired Military Payroll, Civilian Payroll, as well as payments to Vendors for Services rendered. DFAS is seeking sources capable of providing laser printed IRS approved substitute Forms W2, 1099INT, 1099Misc and 1099R forms, as well as an annual statement of account for Active and retired Military members and annuitants. Forms and annual statements will be produced December through March. Approximately 8,100,000 forms and statements were generated the most recent tax period. Future requirements will show little or negative growth. Requirements will include the output of static and variable data from furnished computer media, (tape cartridge, CD ROM and disk), to agency designed and IRS mandated tax forms. Requirements also include pre-production samples, printing, folding, and inserting forms and statements into envelopes in preparation for mailing, mailing and distribution. Interested parties with proven experience in the area of forms printing as summarized above are requested to provide a brief (no greater than 5 pages), but complete capabilities statement. The capabilities statement shall include the company name and address, business size, point of contact to include e-mail address and telephone number, as well as (a) degree of experience in providing same or similar services; (b) past corporate and Government contracts with current references and points of contact and (c) a brief description of the contractor's quality control processes for deliverables. It is anticipated this requirement will result in a firm fixed price contract with a period of performance for one (1) year with four (4) one year options.
