THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. JAO intends to award a firm fixed price sole source contract under the authority of (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000 to: Nicholas Dugger 515 Brick Church Park DR Nashville, TN 37207-3219 The North American Industry Classification System (NAICS) code for this requirement is 512199, Other Motion Picture and Video Industries. The object of this sole source award to Nicholas Dugger is the only source because the system is proprietary to TNDV Television. As a result, TNDV Television is the only entity capable of completing the work. The need of this requirement is to provide an audio-visual system and production for the Federal Duck Stamp Contest to be held at the Patuxent National Wildlife Refuge on September 18 and 19, 2025. The U.S. Fish and Wildlife Service's Migratory Bird Program seeks a qualified contractor to provide simultaneous viewing of the contest entries for the Federal Duck Stamp by the public in an auditorium setting, the judges who are located in voting carrels on stage, and by live-streaming to a virtual audience. The computer scoring system was initially developed in partnership between TNDV Television and the USFWS and has been updated as needed. The system is proprietary to TNDV Television. Assessment and modernization by the same individuals is essential to operate the program and will ensure decreased time needs for learning and troubleshooting needs. TNDV Television has worked with USFWS to provide a high quality product for many years and has the full understanding of the judging process and the needs of the USFWS. As the Duck Stamp judging is a time-sensitive, fast-paced, and well attended/viewed annual production, the desire for trouble free, dependable audio visual operations is a high priority by the USFWS Duck Stamp Office personnel. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
