The Department of Defense has officially announced a public-private competition for the Weapons Review function currently performed by the Air Force at Nellis Air Force Base, Nevada. This competition is conducted under the guidelines of OMB Circular A-76, which governs the performance of commercial activities within federal agencies. The incumbent workforce involved in this function consists of approximately four DoD government personnel, including three civilians and one military member, with no current contractor positions impacted. The competition will follow a streamlined process, comparing the costs of government performance against potential contract performance over a period that includes a base year plus four option years. A solicitation will only be issued if the contracting option proves to be less costly than continued agency performance. Key officials overseeing the competition include the DoD Competitive Sourcing Official, Mr. Philip W. Grone, and the Air Force Component Competitive Sourcing Official, Lieutenant General Roger A. Brady. The official start date of this competition was September 22, 2005, with an anticipated conclusion set for December 2005. Questions regarding the competition are directed to Captain David Huber of the 99th CONS at Nellis AFB. The competition falls under NAICS code 511120, which pertains broadly to publishing industries, including photographic, mapping, printing, and publication services. This announcement is not a solicitation but a formal notification initiating the competition process to determine the most cost-effective means of continuing the Weapons Review function.
