The Department of Defense's 2nd Contracting Squadron at Barksdale Air Force Base plans to award a firm-fixed-price sole source contract to Motorola Solutions, Inc. for the conversion of existing T1 telecommunications sites to Ethernet infrastructure. This contract, identified as FA460825QS012, covers administration, programming services, testing, and acceptance required to ensure full integration with the base’s existing Motorola radio communication systems. Due to the proprietary nature of Motorola’s system and its critical role in maintaining the base’s Land Mobile Radio and Console services, Motorola Solutions is determined to be the only capable and authorized provider for these services, with market research supporting this conclusion. The procurement will proceed without competition under FAR 13.106-1(b), but the government is open to receiving expressions of interest that demonstrate significant technical capability and certification should any firm wish to challenge the sole source decision, provided they offer clear evidence that competition would benefit the government without causing undue cost or delays. This notice signals intent rather than a solicitation, and no costs associated with responding will be reimbursed. Questions related to the procurement can be directed to the assigned contracting specialists at Barksdale AFB.
