AI Contract Overview
The Department of the Air Force Sustainment Center at Tinker Air Force Base, Oklahoma, is soliciting competitive firm-fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) repair and overhaul contracts for T56 Series 3.0/-15 and 3.5/-15A engines. The contract is planned as a Multiple Award Contract supporting the United States Air Force (USAF), United States Navy (USN), and Foreign Military Sales (FMS) customers, with an initial performance period of one five-year base plus one five-year option for a total potential duration of 10 years. Offerors must be pre-qualified and Rolls Royce certified, meeting strict overhaul and repair qualification requirements and adhering to the Revolutionary Federal Acquisition Regulation Overhaul source approval standards. The solicitation emphasizes timely qualification submissions as contract awards will not be delayed to review pending Source Approval Requests (SARs). The contract includes a minimum guaranteed order of $500 but does not specify total contract ceiling prices or individual line-item pricing within the provided data. Availability of funds applies as a condition precedent to government obligations. The scope encompasses depot-level overhaul, inspection, balancing, and repair of T56 engines in accordance with detailed Performance Work Statements and rigorous technical orders (including T56-C series) that govern machining, plating, and inspection processes. Deliverables must strictly comply with engineering drawing requirements and quality standards such as ISO 9001, AS 9100, and NATO AQAP 2070. Inspection and final acceptance occur at the source of performance, with the government retaining ultimate approval authority while contractors must conduct thorough inspections per FAR clauses. Packaging, preservation, and marking protocols meet MIL-STD-2073-1 and MIL-STD-129 standards, ensuring controlled and traceable handling of repaired components. Evaluation favors technically qualified vendors listed on the AFMC 762 worksheet and meeting repair qualifications, with price as a factor but likely awarded via a Lowest Price Technically Acceptable (LPTA) approach without negotiations. Administrative procedures utilize the Wide Area Workflow (WAWF) system for invoicing and payment, with clearly identified points of contact for contract and technical oversight provided to facilitate proposal submissions by the May 22, 2026, deadline.
