AI Contract Overview
The Air Force Sustainment Center at Tinker AFB is soliciting a firm-fixed-price, indefinite-delivery indefinite-quantity (IDIQ) multiple award contract for depot-level overhaul and repair of T56 Series 3.0 and 3.5 engine models, supporting the U.S. Air Force, U.S. Navy, and Foreign Military Sales customers. The contract has a five-year base period with a five-year option, for a potential ten-year performance period, and will be awarded under a lowest price technically acceptable (LPTA) framework where all technically qualified offerors will receive an award without comparative evaluation of price or technical superiority. Offerors must be qualified sources under RFO 52.209-1 and hold current Rolls Royce certification to be eligible for award; pending source approval requests will not delay contract award. The requirement is non-commercial and subject to the Availability of Funds clause, meaning no financial obligation arises until appropriated funds are made available and formally confirmed to the contractor in writing. Deliverables include fully overhauled engines and components delivered to DLA Distribution Depot Oklahoma at Tinker AFB within 30 calendar days of order receipt, with F.O.B. Origin terms applying. Packaging and marking must strictly comply with MIL-STD-2073-1 and MIL-STD-129, including specific coded data fields and special markings per AFMC Form 158, while quality systems must adhere to ISO 9001, AS 9100, and NATO AQAP 2070 standards. Invoicing must be submitted electronically through WAWF, and contract administration is governed by extensive clauses covering property management, whistleblower rights, contractor responsibility, and inspection protocols. Technically qualified offerors must also hold an active UEI and CAGE code, certify their size status under NAICS 336412, and attest to compliance with all applicable FAR and DFARS requirements, including those related to executive compensation reporting, security prohibitions, and subcontracting plans. All proposals must be submitted digitally by 3:00 PM CDT on May 22, 2026, accompanied by completed documentation including the Notice of Intent to Participate (SF1447), SAR packages, and all referenced PWS exhibits and clauses.
