TA26 Port Handling Inland Transportation (PHIT)

This is a Firm-Fixed Price contract under solicitation W91QVP-26-Q-2601 for Port Handling Inland Transportation (PHIT) services, issued by the Department of Defense through the 0413 Aq Hq Contract Augmented office in Fort Shafter, Hawaii, with performance required in Koror, Palau. The contract provides Husbanding, Linehaul, and Material Handling Equipment (MHE) services to a United States Government vessel, with the Government explicitly not exercising supervision or control over the service providers, who remain solely accountable to the Contractor. The Contractor must ensure all services are delivered under a cost structure that includes all shipping charges and excludes taxes or contingencies, with pricing submitted for two CLINs: PHIT services and Defense Base Act (DBA) insurance. Performance is governed by Technical Exhibit A for performance requirements and Technical Exhibit B for deliverables schedule, and the Contractor is required to conduct joint inspections of equipment at both origin and destination, submitting pre- and post-inspection sheets within three days of delivery and service completion. All personnel must be fluent in English, identify themselves as contractors at all times, and adhere to Army Safety Program AR 385-10 and DA PAM 385-10, while also complying with OSHA Title 29 Part 1910 and applicable Philippine safety and environmental standards. The Contractor is responsible for safeguarding their own equipment, reporting suspicious activities to local security, and ensuring proper disposal of hazardous materials under host nation laws. Invoicing must be processed electronically through the Wide Area WorkFlow (WAWF) system, with specific documentation requirements depending on CLIN type, and the Contractor must maintain an active point of contact in SAM.gov. The contract includes a full suite of FAR and DFARS clauses covering cybersecurity, information safeguarding, antiterrorism awareness, whistleblower protections, tax exemptions, and compliance with prohibitions on covered defense articles and services. Marketing use of any information obtained under this contract is strictly prohibited, and all travel expenses are the Contractor’s responsibility. A Contracting Officer’s Representative will be appointed to monitor technical performance but has no authority to obligate funds or alter contract terms.
