Hillsborough County intends to recommend the award of a sole source procurement to TABULA INC. for the purchase of software licensing and system hardware for the Tabula Mosquito Control Platform for five (5) years at an estimated cost of $61,750.00. With decades of experience in the agricultural, municipal, and emergency service sectors, TABULA INC. is the only entity offering a fully integrated mosquito control platform meeting the County’s specifications. The Tabula Mosquito Control Platform offers integrated land, water, aerial, and in-app, purpose-built mosquito control. It allows for the real-time tracking of all operational activities and the real-time visualization of all mosquito control data collected by operators, stations and sensors. This system will contribute to improved operational safety for the County’s Mosquito Control Division and will improve the County’s ability to manage service requests. After negotiations, TABULA INC. has offered a one-time introductory discount of $7,250.00 per AirVision Kit, as well as $1,000.00 off of software licensing for the first year of service, representing total savings of $22,750.00 to the County. This procurement is being made in accordance with Section 3-205(2)(a) of the County’s Procurement Policy as Tabula Inc. is the sole provider of its proprietary aerial application software specifically designed for mosquito control operations and aerial adulticide treatment programs, together with the associated maintenance, support, and updates. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.

Contractors who are able and interested in providing all the identified propriety parts, goods and services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
