The Department of the Navy's Naval Sea Systems Command (NAVSEA) plans to issue a Request for Proposal (RFP) to General Dynamics Mission Systems for the Tactical Control System. The contract involves continued work on multiple baseline configurations, specifically TI14/APB15, TI16/APB15, TI16/APB17, and TI18/APB17, including engineering and technical support for legacy baselines from TI08/APB09 through TI18/APB17. General Dynamics is identified as the sole responsible source capable of completing the complex TI16/APB17 and TI18/APB17 builds without causing significant delays to the AN/BYG-1 Combat Control System program. Portions of the work on TI14/APB15 and TI16/APB15 are nearly finished and would face substantial delays if transferred to another contractor. The statement of work will also prepare for transitioning later baseline efforts to a future contract anticipated under a separate solicitation. This procurement will be conducted under the authority of 10 U.S.C 2304(c)(1), recognizing only General Dynamics as the responsible source, making this a non-competitive sole source award. The announcement serves as a presolicitation notice, strictly for information and planning, and does not constitute a solicitation or an obligation by the government. While proposals will not be solicited or accepted from other sources, capability statements submitted after notice publication will be reviewed for consideration regarding competitive procurement options. All related work will be performed at General Dynamics Mission Systems' facilities in Fairfax, Virginia. The primary government points of contact are the contract specialist and contracting officer for this effort.

Solicitation # N0003926RE014
The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the Egyptian Navy by procuring the design, engineering, procurement, integration, testing, installation, training, and field service representative (FSR) services for AINTS platforms. The scope of work includes the delivery of specific hardware, including six V-BAT UAVs, six ESM (2-40 GHz) units, and six COMINT (2 MHz) units, along with unmanned surface vehicles (USVs) and spare parts. The contract is estimated for a three-year period of performance with an award window between June 2027 and June 2030. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, cost-reimbursement for travel and other direct costs, and Firm-Fixed-Price for materials and equipment. Award will be based on best value, where non-cost factors, specifically technical and management approaches, are significantly more important than cost. Due to the sensitive nature of the requirements, the Statement of Work is designated as Controlled Unclassified Information (CUI), requiring interested Department of Defense contractors to submit a signed Non-Disclosure Agreement to gain access. Proposals must be submitted via the PIEE SOL module and include detailed volumes covering contractual information, cost narratives, and technical capabilities.
