This is a Combined Synopsis/Solicitation for the acquisition of Tactical Data Links Studio (TDLS) Software License. -  this software provides an integrated software environment for ccomprehensive testing, simulation, validation, and real-time analysis of military tactical data link (TDL) communications     Please see attached solicitation documents for further details.


  1. This is a combined synopsis/solicitation for commercial products prepared in accordance with RFO Part 12. This announcement constitutes only the solicitation.   A quotation is being requested, and a separate written solicitation will not be issued.
  2. Solicitation Number: FA930226Q0059 **Please provide the full solicitation number on all packages**

NOTICE OF INTENT TO SOLE SOURCE: The Air Force Test Center (AFTC/PZZF) at Edwards AFB intends to award a sole-source, firm-fixed-price purchase order to Aeronix, Inc. (CAGE: IEW38) under the authority of 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Market research has determined that only the Original Equipment Manufacturer (OEM), Aeronix, possesses the proprietary software to span the critical telemetry and testing platforms with the legacy equipment at Edwards AFB.


While this is a sole-source requirement, any responsible source who believes they can meet all the requirements described in this synopsis may submit, in writing, a complete quote and technical capability statement for consideration. Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation. Offerors shall submit quotes via email; please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted.


This solicitation is issued as a Request for Quote (RFQ).


1. This solicitation document and incorporated provisions and clauses are in effect through the Revolutionary Federal Acquisition Regulations Overhaul (RFO) 2026-1, R-DFARS Change 03/09/2026, and Class Deviation 2026-O0015.


2. THIS REQUIREMENT WILL BE: Sole Source to a Large Business (Instron). The North American Industry Classification System (NAICS) number for this acquisition is 541519 with a size standard of $34,000,000.00.

1. Basis for Award: Because this is a sole-source acquisition, the provision at 52.212-2, Evaluation—Commercial Products and Commercial Services, is not applicable. The Government will award a purchase order resulting from this RFQ to Instron upon a determination by the Contracting Officer that the proposed price is fair and reasonable.
