Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to
award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other
suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits
a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
Definition of the requirement
The Department of National Defence (DND) has a requirement to procurement of the Tactical Radio
Application Extension system (TRAX) to enhance Tactical Data Link (TDL) capabilities at one of the Royal
Canadian Air Force (RCAF) deployable units. The Android version of TRAX, ATRAX, caters to mobile
end-user devices (EUDs) and is designed for tactical edge applications, which include interfacing with
various communication and reconnaissance systems. TRAX is vital for enhancing interoperability and
operational capabilities within the RCAF by providing a versatile, user-friendly platform for data and
communication integration across multiple TDL and data sources.
To obtain this capability, DND is procuring quantity of 2 copies of specified TRAX licenses and 1 copy of
ATRAX license with annual support.
