Full Description

The Naval Air Systems Command (NAVAIR), Air Combat Electronic Program Office (PMA-209), intends to issue a modification to Delivery Order 0024 under Basic Ordering Agreement N00019-08-G-0016 with Rockwell Collins Government Systems (RCGS). This modification will provide program management, system and software engineering necessary to implement the TSV CEA initialization vector requirements specified by the TSV Classified Appendix into the RT-1939(C) radio, in conjunction with the Tactical Secure Voice (TSV) effort. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: As Rockwell Collins is the sole developer of the ARC-210 Family of products and related ancillary equipment and maintains the proprietary rights to this radio, it is the only source capable of providing the required efforts.
