This contract solicits quotes for commercial tactical training, breaching, and barrier equipment under a total small business set-aside. It covers four main line items: eight modular HESCO barriers designed for rapid earth-filled deployment; four electro-hydraulic breaching kits with advanced features such as noise reduction and MIL-STD 810 testing; a lot consisting of two sets of modular shoot house kits and IPSC targets made from composite materials resistant to ricochet and extreme weather; and ten range bullet traps designed to safely capture live-fire rounds up to 7.62mm. Delivery is generally required within 90 days after receipt of order, except for the shoot house kits which have a six-month delivery timeline, with specified delivery locations primarily in Mexico. The solicitation operates under FAR commercial product provisions, emphasizing technical acceptability, delivery schedule, and price in award decisions, with a preference for the lowest-priced responsive and responsible offeror but allowing for multiple awards. Quotes that propose "or equal" products must include detailed specifications to ensure compliance with all salient characteristics. Additionally, expedited delivery proposals are encouraged with justification. The Government intends to make a binding award upon notification within the quote validity period of 60 days, and incorporates relevant FAR clauses to govern the contract terms. The solicitation deadline is July 16, 2026, with points of contact provided from the Department of Defense office located at Peterson AFB, Colorado.

  • FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services.

    • Addendum - Quote Validity: Quotes must remain valid for a minimum of 60 days.

    • Addendum - "Or Equal" Submissions: Quoters proposing "or equal" products must submit specification sheets demonstrating the product meets all salient characteristics and matches the form, fit, and function of the referenced brand name to allow the Government to determine technical acceptability.

    • Addendum - Expedited Delivery: Quoters proposing a delivery schedule faster than the required ARO timelines must include 1-2 sentences confirming their ability to meet the expedited timeline and a brief justification (e.g., items in stock, dedicated transit).

    • Addendum - Award: The Government intends to make a single award but reserves the right to make multiple awards.

  • FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (Deviation Date)
    (a) Evaluation factors. The Government intends to make award to the lowest-priced, responsive, responsible contractor whose quote conforms to the solicitation. However, the Government will utilize a Comparative Evaluation process in accordance with FAR 12.203(c)(2) considering the following factors:
    1. Technical Acceptability (Pass/Fail basis; must meet all salient characteristics).
    2. Delivery Schedule (Quicker delivery is advantageous).
    3. Price.
For quotes deemed Technically Acceptable, the Government will comparatively evaluate the proposed Delivery Schedule and Price. The Government reserves the right to award to a higher-priced quote if an expedited delivery schedule provides a greater overall value to the Government.
    (b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
    (c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
    (End of provision)

  • FAR 52.212-4, Terms and Conditions—Commercial Products and Commercial Services.

  • Applicable Provisions and Clauses: The applicable provisions from FAR 12.205 Table 12-2 and clauses from Table 12-3 are incorporated based on their respective prescriptions.
