TANKER (LNG) VOYAGE CHARTER

The U.S. Department of Defense, through the Military Sealift Command’s Strategic Sealift Program Management Support Office in Norfolk, Virginia, is conducting market research to identify qualified U.S.-flagged LNG tankers capable of performing a voyage charter to deliver approximately 50,000 MMBTU of liquefied natural gas to Naval Station Guantanamo Bay, Cuba, specifically to Pier C. The purpose of the operation is to cooldown the new LNG terminal and storage infrastructure, with discharge operations occurring during daylight hours under WWD SHEX conditions. Vessels must comply with strict technical specifications, including a minimum discharge rate of 250 CBM per hour, maintenance of LNG saturated pressure between 5 and 20 PSIG, and use of a 6-inch flanged connection equipped with a powered emergency release coupling and ESD umbilical. The vessel must also meet mooring standards per UFC 4-159-03 Service Type I, accommodating 35-knot sustained winds and 1-knot currents. Required vessel parameters include a maximum draft of 34 feet, beam of 164 feet, length of 985 feet, and displacement of 140,000 long tons.
