AI Contract Overview
The contract pertains to the procurement of electrical insulation tape meeting specification A-A-59474D dated January 23, 2024, with each roll measuring 36 yards or 108 feet in length. The item is classified as a critical application product with a Type II, Code 4 shelf life of 12 months, extendable, and is subject to stringent packaging and marking requirements under MIL-STD-2073-1E and MIL-STD-129R(3), including special marking code 33 to denote shelf life. Packaging must adhere to DLA’s RP001 requirements, with unit containers designated as E5 fiberboard boxes, preserved using clean and dry methods, and labeled with Data Matrix barcodes and IUID compliance. The tape is procured in five rolls under CLIN 0001 with a total quantity of five RO, delivered FOB origin within 20 days to Langley AFB, Virginia, with inspection and acceptance occurring at the destination. Sampling procedures must follow MIL-STD-1916 or ASQ H1331 Table 1, with zero non-conformances required for acceptance unless explicitly waived, and attribute verification levels are fixed at AQL 0.1 for critical, 1.0 for major, and 4.0 for minor characteristics. The contract incorporates numerous Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses covering cybersecurity safeguards, including DFARS 252.204-7012 for safeguarding covered defense information and cyber incident reporting, prohibition on acquiring covered defense telecommunications equipment from Chinese military companies, restrictions on hazardous materials like hexavalent chromium, and requirements for whistleblower protections and human trafficking prevention. Offerors must provide their Unique Entity Identifier and CAGE code, declare socioeconomic status including small business, HUBZone, SDVOSB, WOSB, or EDWOSB eligibility, and submit detailed disclosures regarding any covered defense telecommunications equipment or services. Payment is processed through WAWF using the Invoice and Receiving Report format, and no price is explicitly listed in the CLIN; however, historical pricing suggests an estimated total value of $375 based on prior contracts. The solicitation is part of a simplified acquisition under NAICS code 335999 and is subject to socioeconomic preferences, with potential price evaluation adjustments for HUBZone small businesses under FAR 5
