RFI DJF-20-1800-PR-PR-0002847 was issued on 13 February 2020 stating the Federal Bureau of Investigation (FBI) intended to negotiate a one-time, sole source, fixed price contract with Santa Barbara Infrared, Inc. (SBIR) (DUNS 155397094) located at 30 S Calle Cesar Chavez Ste D, Santa Barbara, CA. The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1entitled, - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. SBIR is not only the manufacturer but they are also the sole distributer for the 630Zi collimator owned by NTTP, as well as the requested Target Projector. Additionally, if anyone other than SBIR provides maintenance on the collimator, the warranty is voided.
