All technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, which supersede general standards such as ASTM D3951. Digital Mylar data provided by DLA must be plotted onto stable base material with strict dimensional tolerances: grid units must be within ±0.005 inches vertically and horizontally and ±0.007 inches diagonally, with total grid tolerances not exceeding ±0.010 inches and ±0.014 inches diagonally. Registration marks and trammeled points must also meet precise measurement criteria. The contractor is responsible for converting digital files into physical Mylar film if needed, at their own expense, ensuring dimensional accuracy per ASME Y14.31. Packaging must comply with MIL-STD-129, and palletization must follow DLA’s RP001 requirements. The product is to be delivered FOB origin, with inspection and acceptance occurring at destination. A Certificate of Conformance is authorized unless overridden by a Quality Assurance Letter of Instruction. The delivery schedule mandates fulfillment within 167 days of the award, with a required delivery date of May 9, 2027, and a need ship date of January 4, 2027. Cybersecurity compliance requires CMMC Level 2 certification through a certified third-party assessment organization. All packaging and labeling must meet specified military standards, and shipping instructions direct delivery to the DDSP New Cumberland Facility in Pennsylvania.
