Description: The Naval Air Systems Command (NAVAIR) anticipates awarding a new delivery order under the GQM-163A BOA to Orbital Sciences Corporation, Chandler, AZ for GQM-163A Target Support Test Sets (TSTS) and supporting Spares. The TSTS are required for use in support of GQM-163A aerial target operations at the Naval Air Warfare Center Weapons Division (NAWCWD), Pt Mugu, CA, and at Pacific Missile Range Facility (PMRF), Barking Sands, HI. There is a need for two (2) TSTS's, one at each site. The contractor will be responsible for production and delivery of TSTS systems as well as develop data for site installation and approval. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
