The U.S. Environmental Protection Agency (EPA) Region 2 plans to issue Modification 0020 under Contract No. EP-W-09-002 with CDM Federal Programs Corporation to allocate $85,000 for continuing a targeted brownfields assessment of the Former Grand Union site in Fort Edward, New York. This project, carried out under the American Recovery and Reinvestment Act of 2009, spans from September 2, 2009, to around September 30, 2010. The assessment aims to address potential contamination issues related to hazardous substances on the property, supporting cleanup and redevelopment efforts. Activities may include thorough site investigations (Phase I and II) and evaluation of remediation options aligned with future use plans. Contract EP-W-09-002 was competitively awarded using a cost-plus-fixed-fee structure to encourage efficient and economical completion of these specialized environmental services. EPA Region 2 has the qualified oversight to ensure proper contract management and risk mitigation. This modification will continue using the existing contract vehicle to comply with Recovery Act requirements promptly and prudently, with all other terms and conditions remaining unchanged. RECOVERY: This is a notice of intent by the United States Environmental Protection Agency (EPA), Region 2, to issue Modification 0020 under Contract No. EP-W-09-002 with CDM Federal Programs Corporation (CDM-FPC), for the obligation of $85,000 to continue performance of a targeted brownfields assessment of the Former Grand Union site, located at 354 Broadway, Fort Edward, Washington County, New York. The work assignment number for this project is 020-SION-02ZZ. The period of performance for this work is from September 2, 2009 through approximately September 30, 2010. This project will be funded entirely under the American Recovery and Investment Act of 2009 ("Recovery Act). "Brownfields" are real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant, including petroleum, controlled substances, and mine wastes. EPA's Targeted Brownfields Assessment (TBA) program is designed to help minimize the uncertainties of contamination often associated with brownfields. A TBA is performed at the request of state and local governments and "non-profit" organizations. A TBA may encompass one or more of the following activities: (1) an "all appropriate inquiry" assessment (Phase I), including a historical investigation and a preliminary site investigation; (2) a more in-depth environmental site assessment (Phase II), including sampling activities to identify the types and concentrations of contaminants and the areas to be cleaned; and (3) evaluation of cleanup options and/or cost estimates based on future uses and redevelopment plans. This project has been issued under Contract No. EP-W-09-002 because this contract provides the necessary capacity and technical capability for this project to meet the requirements of the Recovery Act in the most prudent business manner within the time constraints imposed. Contract EP-W-09-002 was awarded competitively, and its cost-plus-fixed-fee contract structure was selected to provide the greatest incentive for efficient and economical performance, given the type of services to be performed. EPA Region 2 has sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. This contract is the most appropriate contractual vehicle to meet the requirements of the Recovery Act in the most prudent business manner within the time constraints imposed, and consistent with Agency plans that promote the goals of the Recovery Act. This notice is PROVIDED for information purposes only. THESE REQUIREMENTS WILL BE AWARDED UNDER AN EXISTING EPA CONTRACT. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED. Written inquiries or comments regarding this announcement may be faxed to the Environmental Protection Agency at +1 (555) 000-0000, ATTN: Deborah Butler. Contracting Office Address: U.S. Environmental Protection Agency, Region 2, 290 Broadway, 27th Floor, New York, NY 10007-1866 Primary Point of Contact: Deborah Butler, Phone No. +1 (555) 000-0000, contact@example.gov
