Tax Deferral Program Implementation Plan

The City of Richmond Department of Finance is seeking a qualified consulting firm under solicitation number 270002486 to develop a comprehensive implementation plan for a new real estate tax deferral program. Established by Ordinance No. 2025-282 and authorized by the Code of Virginia, the program is designed for qualified owner-occupied residential properties and is targeted for launch on January 1, 2028. The selected contractor will be responsible for conducting peer program analyses, designing administrative rules, assessing technology and system requirements, recommending billing structures, and developing a performance metrics framework.
