Taylor Boulevard Sidewalk Installation

The City of Pleasant Hill is planning to enhance pedestrian accessibility and safety along Taylor Boulevard by replacing a narrow asphalt path with a wider concrete sidewalk and installing ADA-compliant curb ramps at key intersections, with excavation depths not exceeding two feet. All improvements are confined to existing city right-of-way, with no new lanes created or capacity increased, ensuring no disruption to current traffic patterns or environmental resources. The project is designed to meet accessibility standards without impacting hazards, scenic areas, or protected natural features. To ensure compliance with environmental and cultural preservation laws, construction activities will include specific controls to avoid disturbing migratory birds protected under the Migratory Bird Treaty Act and to safeguard any unanticipated cultural resources that may be uncovered during work. Due to the minimal scope, lack of new infrastructure, and adherence to protective measures, the project is determined to have no adverse effects and qualifies for exemption without exceptions.
