The government has awarded a Cost Plus Fixed Fee contract under the CEIS2 Multiple Award Contract to Collins Aerospace, located in Cedar Rapids, Iowa. This award was made because Collins Aerospace is uniquely capable of providing the required specialized services, and sourcing from other vendors would lead to significant cost duplication and delays due to technical data and rights issues. The award was made in accordance with FAR 16.505(b)(2)(i)(B), which permits a sole-source award when only one provider can meet the quality and technical requirements. The justification for this exception to fair opportunity will be publicly available within 14 days. Contractors seeking access to Controlled Unclassified Information (CUI) or Export Controlled Information must be certified through the Defense Logistics Information Services (DLIS). Access is restricted to a single point of contact per CAGE code, designated as the Data Custodian on the DD 2345 form and approved by the Defense Logistics Agency. Contractors are responsible for coordinating with their CAGE code’s Data Custodian to request CUI access, which must be approved prior to making requests via SAM.gov. Additional guidance is available on the DLA website. The contract, titled "TCTS II ICS," was posted on September 8, 2025, by the Naval Air Warfare Center, Department of the Navy, with primary contacts Bobby Kapadia and Christopher Bigelow.
