An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. Public Works and Government Services Canada (PWGSC), requires the support of the Contractor for critical technical communications and business transformation work. The work will involve the following: • Reviewing the relevant Phoenix transactional processes documentation to conduct a stakeholder assessment, risk assessment. This includes understanding the complexity of the Phoenix infrastructure and having in depth knowledge the relationships with overlapping compensation applications. • Conducting change request and incident report user impact assessments, identifying risks to compensation processes, stakeholder impacts and engagement and developing technical communication product requirements to ensure alignment with various existing projects, procedures/job aids, and training deliverables and schedules. • Preparing and facilitating integrated working group discussions with subject matter experts and stakeholders to ensure the identification and alignment of all user related materials e.g. procedures, training, communications. • Provide expertise in process reengineering and internal technical communication processes and develop job aids/procedures to support the reengineered processes. • Prepare communication and engagement plans for transformation initiatives which include objectives, approach, list of key activities, timelines roles and responsibilities.
