Technical Information and Program Support (TIPS)

The contract modification extends the period of performance for the Technical Information and Program Support (TIPS) task order, originally set to conclude on May 31, 2026, by 103 days to September 11, 2026, under FAR 52.217-8, Option to Extend Services. This extension is necessary due to extraordinary operational disruptions caused by federal workforce reductions, critical staffing shortages across acquisition functions, and the ongoing consolidation of acquisition activities within the Department of Health and Human Services, all of which have delayed the procurement process for a follow-on contract. The work supports the National Institute of Allergy and Infectious Diseases (NIAID) in maintaining mission-critical facility management systems, including ARCHIBUS, AutoCAD, Revit, Navisworks, BlueBeam, CAP 20/20, and GIS applications, ensuring uninterrupted data governance, space planning, occupancy reporting, and compliance with OMB Memorandum M-25-25 and the USE IT Act. The services are performed onsite in Rockville, Maryland, with the contracting office located in Bethesda, MD, and the estimated value of the extension is $888,820. The justification for sole-source continuation is rooted in the incumbent contractor’s irreplaceable institutional knowledge of NIAID’s proprietary systems, specialized workflows, and federal compliance mechanisms, which cannot be replicated without risking operational continuity, data integrity, and multi-month delays associated with new personnel obtaining required federal security clearances. No competitive procurement is feasible due to the unique technical expertise and system-specific familiarity retained by the current provider, establishing a de facto organizational conflict of interest if transition were attempted.
