CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Supply Arrangements (“RFSA) for Technical Installation Services for the CBC/Radio-Canada English and French Networks. An Agreement resulting from this RFSA shall be for three (3) years 1. SUMMARY OF REQUIRED GOODS/SERVICES: CBC/Radio-Canada has on-demand requirements for TECHNICAL INSTALLATION SERVICES and wishes to put in place Master Services Agreements with Industry to provide for a variety of services and related deliverables as and-when-requested. The Services required under this RFSA are for Suppliers to provide competent and qualified Technical Installation persons as required to perform the Services for the provision of Technical Installation for the CBC/Radio-Canada English and French Networks. This RFSA requires suppliers to complement CBC/Radio-Canada project teams with qualified Technical Installers to complete project assignments which are task-based. The primary tasks will be to mount equipment, run cabling, terminate the cable and connect it to the equipment. These assignments are related to a particular activity or initiative and would address a specific CBC/Radio-Canada need, which usually has a specified set of responsibilities. Tasks are finite work assignments which would require one or more Technical Installer’s to complete. A task contains a specific start and end date with a set of deliverables. Tasks are usually not large projects, although they may be subsets of a large project. Once the assignment is completed, as specified in the Purchase Order, the Technical Installer is released. Service Agreements (SA’s) are written agreements entered into between CBC/Radio-Canada and suppliers, whose intent is to establish a framework with Qualified Suppliers to permit the expeditious processing of legally binding contracts for specific services through a Statement of Work (SOW). SA’s establish a set of procurement procedures and include a minimum set of contract terms and conditions applicable to any resulting contract(s) formed by an executed SOW and shall be submitted as a Purchase Order for each executed SOW CBC/Radio-Canada, Governance and Engineering is responsible for the implementation and administration of technical facilities for Radio, Television & IT (Data/voice) across the country. Further details will be provided only in the RFSA document. 2. MANDATORY REQUIREMENTS FOR PARTICIPATION: This RFSA is open only to Proponents who meet each of the following mandatory requirements as evidenced in its written request for RFSA documents: 2.1 The Proponent must demonstrate that they have been in business for at least one (1) year, providing technical Installation services in a Broadcast /IT environment. 2.2 The Proponent must demonstrate that they have experience working in a Radio and/or Television Network Broadcast and IT (Data/voice) environment by providing two (2) references of North American broadcasters or IT projects to whom you have provided similar TECHNICAL INSTALLATION SERVICES to those which are proposed in reply to this RFSA. For each reference, the Proponent must include: name of contact, title of contact, phone number and email address. 2.3 The Proponent must be a North American company, with a legal business place in Canada. 3. TO OBTAIN THE RFSA DOCUMENTATION CBC/Radio-Canada uses MERX (https://www.merx.com/public/solicitations/open) and from here you can type CBC or Radio-Canada to manage its solicitation process. All Proponents must obtain the RFSA documents through MERX.
