TECHICAL RESCUE TRAINING IN MEXICO- MARKET RESEARCH ONLY The following questions are for market research only and are intended to assist the United States Space Force (USSF) in the development of an acquisition strategy for a new contract. This is not a request for proposal. Responses to the below market research questions will not be shared with anyone outside of the Space Force/ NORAD/NORTHCOM. Any costs associated with an interested party's response to this request will not be authorized. One of NORAD/NORTHCOM's (NNC) mission objectives is to enhance the U.S. relationship with our southern neighbor- Mexico. Congress appropriates humanitarian funds to NNC annually to achieve this objective. One of NNC's principal projects in Fiscal Year 2023 will be to complete Phase V of ENAPROC'S Programa de Actualizacion, Capacitacion y Equipamiento (PACE) program. This requirement is categorized under the North American Industry Classification System (NAICS) 611430 Professional Development Training with a small business threshold of $15M. Problem: Fire Departments outside of Mexico City lack a widespread capability to conduct technical rescue and require more trainers to increase reach into these regions. NNC's Objective: To grow twenty (20) instructors to a technician level of capability for each of four technical rescue topics so that the twenty instructors can then provide training at this level to others. This project will support ENAPROC's vision of a national-level training plan. Background: PACE had five previous phases to increase firefighting capabilities. Phase I: Executive training (eg station management topics) in partnership with Civil Protection Phase II and III: Tactical and operational level training and equipping, including maintenance, training in wildland firefighting, and rescue training and equipment. Executed in five regions in partnership with Civil Protection. Phase IV: Additional wildland firefighting and rescue in different contexts in partnership with Civil Protection. Phase V (Current Phase): Technical rescue training and equipment in four topic areas in partnership with ENAPROC. Phase V provided ten equipment sets for ENAPROC's accredited agencies and ENAPROC's certified instructors in 2022. This phase was stopped before training was provided because of a change in administration. Mission: This project will provide Technician Level training for twenty instructors in each of four technical rescue areas; Water Rescue, Trench Rescue, Rope Rescue, and Vehicular Extrication. The intent is for these trainers to teach national-level trainings through ENAPROC in these topic areas based in the locations where they receive this training. The current expectation is that each of the four topic areas will be taught in a different location. These trainers will be certified general instructors, and need an Operations Level understanding of their technical rescue topic. Training should align with the standards of NFPA 1006 - Standard for Technical Rescue Personnel (certification will be the responsibility of ENAPROC not the contractor's). The project will provide a small amount of materials as training aids and some equipment. KEY CONTRACT CONSIDERATIONS: Spanish instruction and materials NFPA standard- NFPA 1006 - Standard for Technical Rescue Personnel Hands-on training/practical and classroom elements Four different locations in Mexico Trainees must demonstrate proficiency through practical skills application Please note that all awardees of a federal contract SHALL be registered at www.sam.gov. Those requesting this information will not be obligated to pursue a particular acquisition and/or acquisition strategy as a result of this RFI. Responses to this RFI will not be returned. Failure to respond to this RFI does not preclude participation in a future solicitation if one is issued. Please submit your response and capabilities brief via e-mail to Susan Hashemi at susan.hashemi@spaceforce.mil by 4:00 PM MST on Wednesday, 22 February 2023. Electronic submissions are required. Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS), aka "Connects"
Solicitation # FA251827RCNECTS
The Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) acquisition is a high-priority effort by the Space Acquisition and Integration Office (SAIO) to consolidate multiple legacy IT support contracts into a single unified framework. Supporting the 21st Communications Squadron, the contract provides critical services across Peterson Space Force Base, Schriever Space Force Base, and Cheyenne Mountain Space Force Station. The scope focuses on mission systems, technical control, and the standardization of network infrastructure via AFNET, with a specific emphasis on modernization through data-driven automation, Zero Trust Architecture, and secure DevOps. This effort is structured as a 100% small business set-aside under NAICS 517810, with an estimated value of approximately 330 million dollars. The procurement utilizes a phased Commercial Solutions Opening (CSO) process rather than traditional FAR 15 procedures, consisting of a white paper submission, optional pitch sessions, and a final technical and price proposal. Evaluation is based on technical merit, importance to agency programs, and overall price and value, with a preference for a hybrid contract structure including firm-fixed-price and incentive-fee CLINs. The anticipated timeline includes a contract award on March 31, 2027, followed by a 60-day phase-in period and a base period starting June 1, 2027, extending through five option years and a final six-month extension.

Mission-Critical SATCOM Operations Continuity PlanningThe contract requires the development and execution of comprehensive continuity of operations plans to safeguard satellite communications services during government shutdowns, leadership transitions, or planned system upgrades. The focus is on maintaining mission-critical SATCOM capabilities without interruption, ensuring that essential defense and national security communications remain active and resilient under adverse conditions. This effort demands detailed risk assessments, redundant infrastructure planning, procedural safeguards, and rapid response protocols tailored to the unique operational environment of the U.S. Space Force’s Space and Missile Systems Center. Performance is centered at Point Mugu NAWC, with the work falling under NAICS code 541611 for management consulting services, indicating a strong emphasis on strategic planning and operational advisory expertise rather than hardware procurement. As a subcontract, the work supports a larger Department of Defense initiative under the FA2518 Ussf Spoc/saio office, requiring close coordination with upstream prime contractors and government stakeholders. Success hinges on the ability to anticipate disruption scenarios, implement fail-safes, and sustain seamless SATCOM functionality during periods of uncertainty, aligning with federal mandates for national infrastructure resilience and continuity of government operations.
