The Centers for Disease Control and Prevention intends to award a sole source, firm fixed price follow-on contract to Aqua Solutions, Incorporated for the technical support, maintenance, inspection, and repair of reverse osmotic water purification systems. This procurement is necessary to ensure the continued operation of laboratory equipment used by the National Center for Environmental Health, which provides research grade water essential for public health activities, baseline studies, and emergency responses to chemical terrorism. Because the requirement demands factory authorized replacement parts and specialized expertise to maintain system compatibility and warranties, Aqua Solutions is identified as the only responsible source. The contract falls under NAICS code 333318. While the agency intends to negotiate directly with the manufacturer, interested parties were invited to submit capability statements by the specified deadline to demonstrate their ability to meet these mission critical requirements.

NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Sciences (DLS), intends to negotiate a sole source maintenance follow-on firm fixed price contract in accordance with FAR Part 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, to Aqua Solutions, Incorporated, 8 Old Burnt Mountain Road, Jasper, Georgia 30143-3356, for the project entitled "Technical Support of Maintenance, Inspections and Repairs of Reverse Osmotic Water Purification Systems." This procurement is a follow-on contract to provide technical maintenance and service support for reverse osmotic water purification systems that are presently operated within the Division of Laboratory Sciences and are subject to constant use. The purpose of this contract is to procure the services and technical expertise from the only qualified contractor who can provide the factory authorized replacement parts/equipment necessary to complement existing equipment from the same manufacturer. This is a laboratory specification compatibility requirement. In other words, replacement equipment must be from the same manufacturer. For these reasons, it is necessary to use Aqua Solutions, Incorporated, to meet the Agency's recurring requirement. As the manufacturer of the current instrumentation and equipment installed in DLS, Aqua Solutions RODI Reverse Osmotic Water Purification Systems located in the laboratory supports CDC/NCEH/DLS's general public health activities by providing quality research grade water meeting the standards required for baseline studies, Clinical Laboratory Improvement Amendments (CLIA) inspections, and analytical standards in ongoing research. Due to CDC's national emergency response role in environmental studies and response to chemical terrorism events, it is critical that these highly integrated water purification system components are expertly designed, built and maintained. CDC intends to negotiate this requirement with Aqua Solutions, Incorporated, under the authority of FAR 13.106-1(b)(2), Only One Responsible Source, and 41 U.S.C. 253(c)(1). Aqua Solutions, Incorporated, is the only source available to provide preventative maintenance, inspections, and repairs of Aqua Solutions Reverse Osmotic Water Purification Systems that meets mission critical requirements. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. Capability statements must include details on how the Offeror proposes to provide factory authorized parts, technically skilled labor for Aqua Solutions products and how the Offeror proposes to perform services without negating the warranty of system components. All responses should be received by April 1, 2014, at 4 PM, Eastern Standard Time (EST). All responses must be in writing and can be sent via email to contact@example.gov with the reference number 2014-N-15821 in the subject line or fax numbers +1 (555) 000-0000/2671. No telephone calls will be accepted. The North American Industry Classification System (NAICS) Code is 333318 with a size standard of 1,000 employees.
