Full Description

The Department of Labor, Employment and Training Administration, Office of Contracts Management is intending to award a sole-source Firm Fixed Priced Purchase Order to R. Navarro and Associates, Inc. for six months. This purchase order will be for the transfer of intellectual property and knowledge transfer on the preparation of financial statements, analyzing Standard General Ledger accounts and the reconciliation of the Unemployment Trust fund accounts and the use of the latest state of the art software program regarding electronic spreadsheets, IDEA. This purchase will be made under Federal Acquisition Regulation (FAR) Subpart 6.302-1(a) (2) "Only one responsible source and no other supplies or services will satisfy agency requirements." Proposals are not being requested and written solicitation will not be used. The anticipated award date is September 6, 2011. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the Government not to compete this requirement is solely within the discretion of the Government. The intent of this procurement is to award based on a Sole Source requirement. This solicitation document has a North American Industry Classification System Code of 611430 that applies to this procurement. Navarro and Associates, Inc brings not only their many years of expertise in working with the Department of Labor accounting systems, but that they have developed an expertise in a software program called IDEA. This software is an excellent tool that can be used to analyze large data files. Award to any other source would result in duplication of cost to the government and also result in unacceptable delays in fulfilling the Government's requirements.
