The period of performance is December 4, 2023 to December 3, 2026. Type of contract is Cost-Plus-Fixed-Fee Completion. The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-70(b)(5) , Citation; 40 U.S.C 113, Impairment of Foreign Aid Programs, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. Furthermore, in 706.302-70(b)(5) states that this authority may be used for an award for the continued provision of highly specialized services when awarding to another resource would result in substantial additional costs to the Government or would result in unacceptable delays. Tetra Tech currently provides technical assistance to the USAID and Government of India (GOI) to improve management of targeted landscapes in India for enhanced ecosystem services and increased inclusive economic opportunities under existing contract 72038619C00001 through December 03, 2023. Specifically, the new contract will build on, scale up and institutionalize at a national level the solutions that have been developed and piloted under the current Forest'PLUS 2.0 contract that would help mitigate climate change through forestry interventions. It will also promote reliable data collection and monitoring systems to track the changes. Data will be used to guide policy formulation/revision in the forestry sector. The contract value is estimated not to exceed $9m in fulfillment of program objectives that align with the original contract. No solicitation package will be issued.
