This Pre-Qualification Request invites Proponents, working independently or as a Proponent Team, to provide the capabilities necessary to leverage AI for generating actionable insights to address complex challenges, including across ministries and public bodies. The Sovereign Compute Environment will support decision-making by senior leadership within the Province, including the Deputy Minister of Executive Council (DMEC), the Senior Deputy Minister of Operations (SDMO), the Corporate Operating Officer Committee (COOC), and the Continuous Improvement Cabinet Committee (CICC). Proponents may become pre-qualified in one or more of the following categories as part of this Sovereign Compute Environment PQR: Category A: Sovereign Compute Category B: AI Solutions Category C: Analytics and Analysis Prequalified Contractors will be eligible to respond to Statements of Work issued under this PQR that support and advance the Sovereign Compute Environment for the Province. The Sovereign Compute Environment must use domestically controlled software, AI models, and platforms, which are measures the Province considers necessary to protect the privacy of individuals, safeguard the confidentiality of individual records, maintain public order and safety, and protect the essential security interests of Alberta. Access to and interpretation of data will be restricted to Contractor resources physically residing in Canada and Alberta, as required, holding security clearances appropriate to the scope of each Statement of Work. Pre-Qualified Contractors will be expected maintain security standards, including control of access to data and other information, in accordance with the Province's policies, directives and guidelines, and consistent with the highest standards of business practice in the industry for data and information security.
