Full Description

The Department of Homeland Security (DHS) intends to issue, on a sole source basis, an award to Boeing Research and Technology for the acquisition of technology support services of the Boeing developed PC based fast running BlastDam analysis code. Boeing is the sole fixed wing commercial transport aircraft manufacturer in the U.S. and the BlastDam analysis tool is a Boeing developed product. This requirement will be procured pursuant to the requirements section 4202 of the Clinger-Cohen Act of 1996 or the Services Acquisition Reform Act 2003 (41 U.S.C. 428a) as implemented by FAR 13.501 and consistent with the content requirements of FAR 6.303-2. The posting of this requirement is hereby made in accordance with FAR 5.203(a)(1). This notice of intent is NOT a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
