AI Contract Overview
The U.S. Embassy in Tegucigalpa is soliciting concrete blocks and pavers under a combined synopsis and solicitation issued as a commercial item acquisition under FAR 12.202, with the solicitation number 19H08026Q0050. All offers must be submitted electronically by July 27, 2026, to TguBids@State.gov with the exact subject line “Quotation Enclosed – RFQ 19H08026Q0050 – Concrete Materials (Blocks & Pavers)”, using MS Word, Excel, or PDF formats not exceeding 30MB per file, with larger submissions split across multiple emails. Contractors must be registered in the System for Award Management (SAM.gov) prior to submitting an offer, as mandated by FAR 52.204-7. The resulting contract will be firm-fixed-price, and the government reserves the right to award without discussions, indicating a Lowest Price Technically Acceptable (LPTA) evaluation approach. Material delivery is time-critical: while concrete blocks are expected to be available immediately, pavers must be delivered within 20 days of award, overriding any standard manufacturing lead times. The place of performance is the U.S. Embassy in Tegucigalpa, Francisco Morazán, Honduras, with no specified FOB terms, packaging, or marking requirements. No set-asides are in effect, so all business sizes are eligible, and no socioeconomic certifications are required. Evaluation criteria are limited to technical acceptability, primarily focused on the 20-day delivery requirement, with no additional factors such as past performance or management approach documented. The contract value and detailed pricing are not provided in the solicitation and will be determined by vendor quotations. No specific inspection procedures, acceptance criteria, or accountability for contract administration roles such as the COR or COTR are outlined, and no invoicing system like WAWF is referenced.
