Brookhaven Science Associates (BSA) is soliciting quotations for the procurement of a temperature-controlled plate storage incubator with two stackers and a built-in barcode reader, along with comprehensive on-site installation and training for integration with the Art Robbins CryCam UV imaging system at the Brookhaven National Laboratory (BNL) in Upton, New York. The system must support SBS/ANSI-SLAS, low-profile SBS, and Linbro plates, and maintain temperatures between 4C and 25C. This is a small business set-aside solicitation under NAICS code 334516, with a response deadline of October 2, 2026. BSA intends to award a firm fixed-price purchase order to the responsive offeror providing the lowest total evaluated price that meets all technical requirements. Quotations must include pricing, country of origin, Unique Entity Identifier (UEI), and any available price lists, with pricing remaining valid for at least 60 days. Shipping requirements are strict: items under 150lbs may ship via BSA's FedEx account, while others require all-inclusive pricing or DAP terms with BNL as the Importer of Record. The contract incorporates BSA's General and Supplemental Terms and Conditions for non-commercial products and on-site work, including strict site access security protocols, ISO 9001 quality standards, and compliance with FAR clauses such as the Buy American Act. All electrical equipment must be certified by a Nationally Recognized Testing Laboratory, and the supplier must provide a minimum one-year warranty and full system documentation.

The U.S. Air Force Research Laboratory is proposing a sole-source contract action for the procurement of two specialized telecom lasers from Toptica Photonics, identified by part number DLC CTL 1550 FD3 S, due to the unique technical requirements that only this vendor can meet. The lasers must deliver an extremely narrow instantaneous linewidth of 0.3 kHz and a short-term linewidth of less than 10 kHz, along with continuous, mode-hop-free tuning across the 1510 to 1630 nm range, precise wavelength accuracy under 150 pm, and high-output power exceeding 11 mW, all critical for quantum microwave-optical transduction and fiber interferometer locking. The system includes integrated digital control electronics, a motor and piezo scanning system with sub-picometer resolution, a patented diode laser design, and a fiber-delivery system with polarization-maintaining, anti-reflection coated fiber, ensuring compatibility with existing AFRL infrastructure and enabling advanced spectroscopy and stabilization tasks. Toptica Photonics is identified as the sole source because no other manufacturer can replicate the required performance metrics, and the company does not utilize a reseller network. The Government has concluded that alternative products cannot be modified to meet the operational needs, justifying the non-competitive award under the Federal Acquisition Regulation. The notice, issued under RFO Part 12 for commercial products, invites all responsible sources to submit capability statements by July 24, 2026, to demonstrate potential competition, but a competitive solicitation is not anticipated. The agency retains full discretion to proceed with sole-source procurement regardless of submissions, and a formal justification for this decision will be included in the eventual notice of award. The anticipated award date is on or before August 30, 2026, with inquiries directed to Brooke McDonald at the listed email address.

This is a Notice of Proposed Contract Action under RFO Part 12 Acquisition of Commercial Products and Commercial Services.  This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334516 with a small business size standard of 1,000 employees.

The Government requires the procurement of telecom lasers, and intends to negotiate a sole-source award for this requirement with Toptica Photonics 1120 Pittsford Victor Rd, Pittsford NY 14534. Relevant Toptica Photonics part numbers and product descriptions are as follows:

The Government has determined that other companies' products and services do not meet or cannot be modified to meet the Government's needs.  The required telecom lasers require frequency linewidths as small as possible for both (a) quantum microwave-optical transduction and (b) fiber interferometer locking and stabilization. These lasers must be frequency-tunable so that they can be interfaced with devices operating at device-specific frequencies. The Toptica laser offers a tunable wavelength range of 1510-1630 nm, an extremely narrow instantaneous frequency linewidth of 0.3 kHz, and an average short term linewidth of < 10 kHz. Furthermore, these lasers are compatible with a suite of Toptica lasers that are located in existing AFRL laboratories.

Interchanges with Toptica Photonics have yielded that they are the sole manufacturer of the required items and do not maintain a network of resellers for their products.  Accordingly, the Government has determined Toptica Photonics to be the sole-source provider of the required telecom lasers as detailed above.

This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to brooke.mcdonald@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.

Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 August 2026.

A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
