Telecommunication Installation Site Lease

Introduction The Town of Halifax, through the Board of Water Commissioners, will accept written proposals by interested applicants for the leasing of a site for wireless communications facilities in the Town. Proposals will be publicly opened and recorded on September 3rd, 2026, at 1:00 P.M. in the Water Department Office, 499 Plymouth Street, Halifax, MA 02338. The purpose of this Request for Proposals (RFP) is to make a site owned by the Town available on a fair and competitive basis for the location of wireless communication facilities and to minimize any adverse effects of the location of such facilities on the Town and its residents. Location and Description of Site The site proposed for this lease is the Town-owned water storage tank located 499 Plymouth Street, in Halifax, Massachusetts 02338. The tank is a welded steel panel, cylindrical structure, 174 feet high from the overflow and 144 feet high from the bottom of the bowl, and 56 feet in diameter. The approximate USGS elevation above sea level at the base is 51 feet. No structural plans of the structure are available. Procedure for Obtaining RFP and Submitting Proposals Copies of this RFP may be obtained by requesting a copy by telephone (781-293-1733), or mail from the Halifax Water Department, 499 Plymouth Street, Halifax, MA 02338. All proposals shall be delivered in hand or received by the Halifax Water Department at the address above on or before August 28th, 2026, at 1:00 P.M. Proposals received after this time will be rejected. Each proposal must be submitted in a sealed envelope, and the envelope must bear on the outside the name of the party submitting the bid and must be marked “Proposal for Wireless Communication Facility”. Proposals submitted via Facsimile (FAX) transmission or Electronic Mail (e-mail) shall not be considered. All proposals must be submitted on the forms provided or on attachments approved in advance by the Town of Halifax. All proposals must be submitted typewritten or printed in ink. All proposals shall be signed in ink by the bidder. If the proposer is a corporation, the authority of the individual signing shall be endorsed upon or attached to the proposal and certified by the clerk of the corporation. (Certification of corporate vote or corporate resolution on whom in corporation has authority to sign documents). Every proposal for such contract must be accompanied by a bid deposit in the form of a bid bond, or cash, or a certified check on, a treasurer’s or a cashier’s check issued by a responsible bank or trust company, payable to the Town of Halifax. The amount of such deposit shall be ONE THOUSAND DOLLARS ($1,000.00). Proposers shall submit three (3) copies of the proposal. One (1) manually signed original and two (two) photocopies is acceptable. Written questions concerning this RFP may be submitted to the Halifax Water Department, 499 Plymouth Street, Halifax, MA 02338. The Town will endeavor but shall not be required to answer any such request for information. If it does, the answer shall be filed as addenda and provided to all persons who have obtained copies of the RFP. If an addendum is issued, all proposers shall acknowledge receipt of each addendum with their proposal. Proposals will be publicly opened and recorded on September 3rd, 2026, at 1:00 P.M. The Town will evaluate proposals based on the criteria listed in the Water Tower Lease Criteria. Successful proposer(s) will be required to execute a lease for the site, within fourteen (14) days from the date of written notice of acceptance of a proposal.
