The Defense Logistics Agency (DLA) plans to award a six-month extension modification to the existing contract SP3300-16-C-0027 with Information Systems Solutions (ISS), Inc. for on-site LAN/WAN Telecommunications Planning and Maintenance Services at DLA Distribution Susquehanna, Pennsylvania. This extension, covering the period from September 1, 2017, to February 28, 2018, is being executed due to delays in transitioning to new enterprise-wide contracts by the DCSO contracting office. The extension is essential to avoid service disruption and support continued telecommunications operations critical to DLA’s mission, with ISS, Inc. being the sole capable provider for this requirement. The contract action is a non-competitive modification under FAR 13.106-1(b), with a value below the Simplified Acquisition Threshold of $150,000, necessitating the posting of Sole Source Documentation rather than a Justification and Approval (J&A). This documentation has been made available for public viewing for the required 30 days. The government does not intend to solicit proposals or bids in response to this notice, as the modification is to extend existing services to maintain operational continuity while a competitive task order contract is pursued. Michael R. Smith is the designated contract specialist responsible for this action.

As of this modification on 8/31/2017, the original Synopsis below, posted on 8/22/2017, is hereby modified to change from the requirement to post a J&A in accordance with FAR part 6, to posting Sole Source Documentation in accordance with FAR 13.106-l(b) & FAR 5.102 (a)(6), as the value of the contract action contemplated does not exceed the Simplified Acquisition Threshold of $150,000.00. The Sole Source Doucmentation has now been added to this special notice and will remain available for viewing for the required 30 days. End of notice Modification---- - - - - - - - - - - - - - - - - - - - - - - - - Original (8/22/2017) as modified (8/31/2017): In accordance with FAR 13.106-l(b), the Defense Logistics Agency (DLA) anticipates awarding a modification to issue a modification for the extension of on-site LAN/WAN Telecommunications Planning and Maintenance Services for the Information Operations Directorate. This action is a non-competitive increase in workload of an existing contract performed by Information Systems Solutions (ISS), Inc., at DLA Distribution Susquehanna, PA., for a six (6) month period (1 September 2017 -28 February 2018) pursuant to FAR 52.217-8 Option to Extend Services. Due to unanticipated acquisition requirements transition delays to the DCSO contracting office's Enterprise-wide JETS-ISSD contracts, it has become necessary to modify existing contract SP3300-16-C-0027 to provide an extension of necessary services for a six (6) month period to provide additional time needed for DCSO to award a competitive task order contract. The current support requirement expires on 31 August 2017. Pursuant to the exception under FAR 13.106-l(b), only ISS, Inc. is capable of providing the services; award to any other source will result in unacceptable delays and cause disruption to DLA Distribution Susquehanna, PA's mission. The modification to current contract SP3100-16-C-0027 will serve as a temporary solution to fulfill immediate mission requirements. The Sole Source Documentation for this extension services will be posted as part of this notice once executed. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action.
