Notice of Intent The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) Albuquerque Complex intends to award a sole source firm fixed price contract under the authority of FAR 6.302-1, 41 U.S.C 3304(a)(1) to Southwestern Bell Telephone Company doing business as "AT&T", 220 Prospect Ave Room 318, Hot Springs National Park, AR, 71901-4033. Only one responsible source and no other supplies or services will satisfy agency requirements. The applicable NAICS code is 517110 - Wired Telecommunications Carriers with a size standard of 1,500. This procurement will be conducted under the authority of FAR 13.500. The U.S. Department of Energy's National Nuclear Security Administration's Office of Secure Transportation Training Facility in Fort Chaffee has a requirement to award a contract for telecommunications services. Monthly Telecommunications Services include: - Two (2) Activated Smarttrunk T1/PRI trunk lines to the location DEMARC (Demarcation Point) which is located in Building 1787 - Communications Room; - 300 Direct Inward Dialing (DID) numbers (ex. 479.709.5300-5399; 479.709.5700-5799; 479.709.5800-5899) that can be maintained, controlled, and programmed by the Government; and - Government access to the telecommunication providers 911 Database for editing. These services are currently being provided at the Training Facility and therefore the telephone lines and infrastructure are already in place. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES OR A SOLICITATION FOR OFFERS. However, any firm that believes that it can perform the requirements as described above may contact the procuring agency in writing with supporting evidence that demonstrates in detail the ability to perform the requirements. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. NNSA will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any contract.
