Teledyne Flash Chromatography and Mass Spectroscopy System

This is a pre-solicitation non-competitive (notice of intent) synopsis to award a contract without providing for full or open competition (including brand-name). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute on Drug Abuse, Office of Acquisitions, Station Support/Simplified Acquisition Branch, on behalf of the National Institute on Drug Abuse (NIDA), intends to negotiate and award a contract on a noncompetitive basis to Teledyne Instruments Inc., 4700 Superior Street, Lincoln, NE, 68504-1328, for one (1) Teledyne ISCO Rf Plus Lumen UV/ELSD MS COMPATIBLE (Quantity: 1) (Item No. 685230033) and one (1) Teledyne ISCO MASS SPEC WITH FLUID INTERFACE (Quantity: 1) (Item No. 685237050). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334419 with a Size Standard of 500 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-76 dated July 25, 2014. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. DESCRIPTION OF REQUIREMENT Purpose and Objectives The National Institute on Drug Abuse (NIDA) has a requirement for one (1) Teledyne ISCO Rf Plus Lumen UV/ELSD MS COMPATIBLE (Quantity: 1) (Item No. 685230033) and one (1) Teledyne ISCO MASS SPEC WITH FLUID INTERFACE (Quantity: 1) (Item No. 685237050). These systems will enable NIDA to identify peak of interest at the time of elution with the advantage of targeted fraction collection. Delivery The delivery of this equipment shall be 20 days after receipt of order. Teledyne ISCO MASS SPEC WITH FLUID INTERFACE (Quantity: 1) (Item No. 685237050) ESI Source 1200DA (Item No. 250000111) MS (1200DA) with Fluid Interface (Item No. 695233613) MS Fluid Interface (Item No. 605237081) CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Teledyne Instruments is the manufacturer and distributor of the Teledyne ISCO Rf Plus Lumen UV/ELSD and the Teledyne ISCO MASS SPEC WITH FLUID INTERFACE. NIDA's current flash chromatography data has been generated using the Teledyne automated systems and a system change (different manufacturer) could negatively impact the results of ongoing projects and scientific research current in progress at the NIDA Drug Design and Synthesis Section (DDSS) laboratory. In addition, all peripherals and consumables are freely interchangeable with any of the Teledyne flash systems. Another manufacturer's consumables could potentially void the warranty or existing equipment if it is interchanged with another manufacturer's chromatography system. Thus, there are no other contractors capable of meeting the Government's requirements. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
