SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR ENCRYPTION/DECRYPTION DEVICES. DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH L-3 COMMUNICATIONS CORPORATION, TELEMETRY-EAST. The Air Force, Edwards AFB, CA intends to award a Sole Source contract to L-3 Communications Corporation, Telemetry-East, 1515 Grundy's Lane, Bristol, PA 19007. The Sole Source purchase will be for encryption and decryption devices used for telemetry support purposes. 1. The KGR-135A is a rack-mounted Telemetry Decryption device suitable for use in a Telemetry Ground Receiving Station. It is capable of decrypting synchronous serial data at rates from 10 Kbps to 50+ Mbps. It is designed around the KGV-135A key generator device and is cryptographically compatible with both the KGV-135A and KGV-68B. It is an NSA certified COMSEC product. 2. The SP10-135A is a complete Telemetry Data Encryption unit designed primarily for aircraft flight test use. It is compatible with existing KUTA or THORNTON class equipment (KGV-68B), as well as KGV-135A based equipment. It is an NSA certified COMSEC product. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet ALL the requirements are invited to submit in writing complete information describing their ability to provide the devices. Responses may be sent via e-mail to vanessa.russell@edwards.af.mil, mailed to AFFTC/PKEE, 5 South Wolfe Ave, Edwards AFB, CA 93524-1185, Attention: Vanessa, or faxed to 661-277-0470. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If this office has not received any affirmative written responses by 8:00 AM PST on February 15, 2012, a Sole Source purchase order will be pursued with L-3 Communications Corporation, Telemetry-East, 1515 Grundy's Lane, Bristol, PA 19007.
