Telfair Wheeler Airport (MQW) Consultant Services RFQ

The Telfair Wheeler Airport Authority is soliciting a qualified aviation consulting firm to provide professional on-call planning, engineering, architectural, and construction inspection and administration services for the Telfair Wheeler Airport in McRae, Georgia. The scope of work includes geotechnical and subsurface investigations, topographic surveying, environmental assessments, and both preliminary and final design. The selected consultant will enter into a five-year Master Agreement, with specific projects managed through individual work authorizations and task orders on an assignment-by-assignment basis. The selection process is qualification-based, adhering to FAA selection procedures, 49 USC § 47107(a) (17), and FAA Advisory Circular 150/5100-14. To be eligible, firms must possess current Georgia Department of Transportation prequalifications in Airport Master Planning, Aviation Design, Airport Design-electrical, and Airport Construction Administration and Observation. Additionally, Disadvantaged Business Enterprise utilization is required for any federally funded projects exceeding $250,000. Interested firms must submit a Statement of Qualifications not exceeding 30 pages, along with a two-page cover letter, by 2:00 PM local time on December 07, 2026. Submissions must include an organizational chart, key personnel resumes, relevant experience from the past five years at similar general aviation airports, and at least five current airport client references. Proposals must be delivered as six hard copies and one electronic PDF in a sealed envelope marked Airport Consulting & Engineering Services. No cost, fee, or overhead rate information is permitted in the submission.
